Vanguard offers access to financial advisors through its  advice services to through its Vanguard Advisers, Inc., a registered investment advisor, or by Vanguard National Trust Company, federally chartered, limited-purpose trust company 

They will require information about their clients investment objectives, college, debt, home buying and time horizons as well as risk appetite and spending/income needs in which they will create a customzied financial plan. The minimum required is $50,000 in managed assets and for example On assets up to $5 million you'll pay 0.30% of assets under managemt, such as $3 for every 1000 in the portfolio.
